Dr. Galarza has worked in the electric power industry for over 20 years in various positions, gaining extensive experience in the analysis, simulation, and operation of power systems and markets.
He began his career in the electric power industry in 1985 as a Special Studies Engineer. In 1987, he became Project Manager in two studies supported by the European Community. The first involved energy and transmission planning (for the northeastern part of Argentina) and the second the use of alternative generation sources for small isolated systems.
He was also an Instructor of two courses at Northeastern National University and Senior Researcher in the National Scientific and Technical Research Council (CONICET) in his native Argentina (CONICET is the main organization in charge of the promotion of Science and Technology).
In 1991, he joined the graduate engineering program at Rensselaer Polytechnic Institute. His doctoral dissertation title was: “Power System Dynamic Equivalencing: Advanced Analysis and Improvements”.
Dr. Galarza joined Power Technologies, Inc. (PTI) in 1996 as a Senior Consultant in the System Planning and Operations Department. At PTI, Dr. Galarza led and performed numerous consulting studies with a focus on transmission planning, power system stability, dynamic modeling, power transfer analysis, voltage control, interconnection-wide modeling, power plant model verification, and testing. He performed studies for diverse power systems such as the USA, Canada, Central America, Thailand, and Saudi Arabia. He was the main researcher in a novel software used in identifying generator dynamic model parameters using field test measurements. Dr. Galarza was also an Instructor involved, teaching, and developing training material in the areas of use of steady-state techniques and dynamic modeling in power system analysis, use of high-performance transmission planning and analysis software PSS®E for system planning, and power system operations. He taught numerous courses to power system professionals in the US and abroad.
In 2001, he joined the Market Monitoring and Performance Unit of the NYISO. As a Senior Analyst, he was involved in a variety of projects as the only transmission system specialist in the Unit. He designed an original market simulator software that included the transmission system model and optimized energy and ancillary services simultaneously. He also conducted numerous market analysis studies, participated in the implementation of most of the changes introduced to the NY market, performed an analysis of market design as it relates to grid operation, and developed a congestion analysis method for better understanding of the impact of the transmission system on prices.
Dr. Galarza founded PSM Consulting, Inc. in September of 2003, He is the President and Principal Consultant. As a consultant, he provided consulting services for the implementation of numerous market changes and new market products into the NYISO market operation software, technical support for Standard Market Design Implementation, that included a comprehensive review of optimization algorithms, analysis of SCADA data, monitoring of operations of the system in real-time, analyzing the interactions between market design and the operation of the system. He has performed numerous studies in the transmission planning area, such as the analysis of interconnections for new substations, HVDC interconnection to neighboring areas, interconnection/deactivation of generation (more than 2,000 MW) including wind power, solar power plants, the impact of emerging technology such as energy storage and frequency regulation devices. He worked as the technical advisor for Transmission Planning for the New England States Commission on Energy (NESCOE) and is currently an advisor to NY State providing support in understanding emerging reliability issues and the changing bulk power system performance through advanced system analysis, evaluating the impact on the grid of the growth of renewable energy, and analyzing changes to transmission planning tools and techniques to accommodate the vast changing Transmission Grid. He continues to teach numerous courses in this capacity in the US and abroad.
