I am a Director of Legislative and Regulatory Affairs for the New York Power Authority (NYPA), responsible for managing legislative and regulatory affairs issues across all Authority business units and the Authority’s primary point of contact with the Large Public Power Council, the American Public Power Association and other industry groups.
Before joining NYPA, for six years I served as Deputy for Policy and Legal Affairs in the New York State Public Service Commission, New York’s utility regulatory body. In that role, I served as senior advisor to the Commission Chair, providing analysis and recommendations in areas including rate regulation, energy efficiency and renewable resource initiatives, and service quality and reliability.
Prior to the PSC, I was a principal in Cohen & Dax, an Albany-based law firm with a practice devoted primarily to assisting developers of large electric transmission and generation projects in siting, environmental permitting, interconnection, power sales and related areas. Earlier in my career, I was the first acting commissioner of the New York State Energy Office.
I received a BA from Brandeis University, magna cum laude with honors in philosophy, and an LL.B from Yale Law School.
